Case 1: No option to generate a recovery password

When accessing the Control Panel and then going to the User Accounts section on the computer, I do not see the Create a password-reset disk option.

Don't have the option

The Create a password reset disk option will only show up for the Local local account to set up a password to access the computer. If you do not see this option, please check if you are logging in to Windows with a Microsoft account. You need to exit your Microsoft account and sign in again with a local account.

Case 2: Option does not work 

When you click on the Create a password reset option but the password creation process does not appear, the option does not work and only stops at the Forgotten Password Wizard interface.

Option is not operational.

Step 1:

To begin, press the Alt + Tab key combination to open the computer’s taskbar, where you will see the Forgotten Password Wizard interface. Click on the red X icon to close this interface.

Step 2:

Right-click the Taskbar and then select Task Manager.

Open Task Manager

In the task management interface on the computer, find the Forgotten Password Wizard operator, and then click and click End task to stop this operation on the computer.

Finally, click the Create a password reset disk option again to create a recovery password.
